Duties:  Contract Project Manager, working on the FirstNet, Public Safety Broadband LTE Network Program for the State of Michigan.  This program was legislated by the US Congress to provide a wireless broadband network for first responders across all 50 States and six Territories. Each state received funding from Congress as well as putting up a percentage in matching funds.  The project that I’ve worked on is the initial planning, analysis and requirements development for the State of Michigan.  Much of the work involves stakeholder outreach and education to all levels of the Public Safety First Responders at all levels of government and technical disciplines.  Specific responsibilities have included:

Technical Director - Operations Support Systems

Duties: Broad Information Technology management experience in first, second, and third level management positions in the Telecommunications Industry. Throughout my career, Telecom has been one of the largest and most sophisticated practitioners of Information Technology, employing the latest technologies, methodologies and processes. From the IT infrastructure perspective, I managed large data centers and technical support teams. From the applications development and support perspective, I managed large and complex applications development and integration projects, as well as providing ongoing application maintenance and support.

 

Organizational/Management:

I have participated in major organizational transformations such as the AT&T Divestiture requiring formulation of a completely new IT organization within a new business structure. This involved the establishment of a new business unit and creating an IT organization, infrastructure, and business processes from scratch. I participated in creation of the financial structure and organizational budget of the new organizational entity (Ameritech Services). This position required the recruiting and blending of human resources from within the legacy organizations and from a variety of external sources.

 

After several years of operation, Ameritech went through a major transformation of the business -- Breakthrough Leadership -- with the objective to change the corporate culture to a customer focus. This radical restructuring required establishment of complete new organizations for twelve new business units, establishment of the units culture, vision and values, and development of the strategies, objectives, goals and approaches to achieving them. Concurrently, during this period there were a number of downsizing actions, as personnel, not viewed as adapting to the new culture, were exited from the business as others were hired. This was an extremely challenging period for all employees, as they struggled to adjust to the new environment. As a manager, it was necessary to work through the issues with those employees that survived as well as those that left.

 

Infrastructure/Technology

I gained considerable technology expertise through the management of a variety of computing platforms and technologies including:

·   Traditional mainframe platforms -- IBM and Unisys.

·   A variety of UNIX platforms including DEC, HP UX, Solaris, and AIX. I managed the deployment of the first application, developed by Bell Labs, using Unix and C language coding.

·   Windows based NT Servers

·   Extensive development and operation of Interactive Voice Response applications on a variety of proprietary platforms.

·   Extensive development of fault tolerant 7X24 applications on the Tandem Non-stop platform. This platform was uniquely architected to facilitate the development and operation of client server applications.

 

As part of a major cost control effort at Ameritech, we outsourced all Data Center Operations and Support functions to IBM. This required a major restructuring of how all operations and technical support functions and resources were managed. Technical roles and responsibilities between the two organizations had to be clearly established and gaps and overlaps had to be resolved. Many legacy informal processes and policies had to be rigorously redefined and included in a contractual relationship. Extensive process modeling was done to document how both the routine and the complex processes were to be handled.

 

Projects/Business Solutions:

I helped manage a large project to conduct a full SISP (Strategic Information Systems Plan) for one of the major business units (BU). This was an analysis of all corporate business functions for the BU and the creation of a future model for the business. We partnered with one of the major IT Consulting organizations, Ernst and Young Consulting, to develop the as-is and to-be models of the business. Using the process models, we were able to identify several commercial solutions that fit a high degree of the core business processes.

 

As an early example of large scale Client Server application development, I was a lead manager on the project (Ameritech Service Center of Tomorrow  ASCOT) to provide the complete modernization of our call center business applications. This involved modernizing the legacy character based User Interface applications to a Graphical Interface developed in Windows using C++ object oriented programming. The modernized UI was integrated into our legacy Mainframe databases (IMS) through a mid-tier Matrix Manager UNIX application.

 

Marketing and Sales: Rapid Order Service that allowed customers to self service order telecom services, initially through Interactive Voice Response and later through the internet. Applications to support the Direct Marketing Center (Telemarketing). Applications to support the Residence and Small Business Customer Care Centers. Customer Relationship Management (CRM) applications and tools. Directory (white and Yellow Pages) publishing, including Data Warehouse.

 

Network Services: Repair Center customer support applications and platforms. Directory Assistance support applications and platforms. Network Surveillance and Provisioning applications, including broadband provisioning. Work and Force Administration that managed the day to day work of more than six thousand field technicians.

 

Warehouse and Materials Management: Supported a number of applications including order processing, order fulfillment, ongoing and annual inventory, and accounts payable and receivable.
